Personal Electronic Device (PED) Policy

Effective: January 1, 2026  

Adopted by: Clackamas Charter Alliance

Purpose

In alignment with Governor Kotek’s Executive Order 25-09, Clackamas Web Academy (CWA) is committed to a focused and inclusive learning environment by minimizing distractions caused by personal electronic devices (PEDs) during instructional hours.

What Counts as a PED?

Devices that can make calls, text, or access the internet independently of school Wi-Fi:

  • Cell phones or smartphones
     

  • Smartwatches
     

  • Wireless earbuds or headphones
     

  • Portable Wi-Fi hotspots

Not included: School-issued laptops or Chromebooks.

When PEDs Can Be Used

✅ Before the first class and after the final class
✅ During bus transportation or off-campus activities
✅ For specific virtual learning or dual-enrollment needs

 

When PEDs Cannot Be Used

🚫 During class, advisory, or instructional activities (on-site or virtual)
🚫 During testing or assessments

PEDs must be off or on silent and stored in assigned classroom pouches during instructional time.

Exemptions

PED use may be permitted for:

  • Medical reasons (with documentation)
     

  • IEP or 504 accommodations
     

  • Administrative approval (for safety, translation, or college access needs)

 
If a Violation Occurs

1️⃣ Reminder of expectations
2️⃣ Device stored in the classroom pouch
3️⃣ Device taken by a staff member and returned at the end of the day
4️⃣ Family meeting for repeated violations

CWA uses restorative and educational responses (no suspension or expulsion for PED violations.)

Staff Role

Staff model responsible technology use and reinforce positive digital citizenship during the school day.

This policy will be shared annually with students and families, posted on the CWA website, and reviewed yearly for improvement.
